Re: the whole Merc-Alfa thing, Merc has already topped their allocation.
As far as I know, they cannot get another team, and if I am correct even if FIA were to allow it, the teams (at least the constructors) would need to sign off.
So I cannot see how this would work out, unless if Ferrari were to switch Alfa for another team of their liking.
And if they were to do so, I don't see why they would keep their Alfa branding to Sauber (if I remember correctly, it's part of the deal for Sauber to keep using their engines).
