They’re whole 2007-2008 programs should’ve been banned for a combined 12 months with no development. Shut down everything for 12 months.
Ferrari brought an unloaded rear wing to Miami, but in fact did not use it.
They instead used the 'spoon' profile, loaded rear wing of Imola. This was due to the low grip, slippery track surface.
Ferrari sacrificed a bit of top speed for better tyre wear in the race.

What is a bit worrying is why we lost out in the twisty bits of the track which was our strength !! Ves could easily follow Lec in traction zone but Lec couldn't. Whatever the track, we our chewing our tires (exception of Australia).
#AMus: reports that Ferrari were allowed to modify the PU (PU2) because of a problem with reliability. PU1 will only get used on Friday now. Ferrari will introduce the new hybrid system with PU3.
At Ferrari, the plan is to combine larger upgrade packages together. The upgrades get mounted on the car once it is certain that they will bring progress.

Ferrari on the attack in Barcelona with a package that can be worth 3 tenths. Not only aerodynamic innovations, however "not too flashy yet significant" but also lightening of the F1-75. More details in the article

Italian media has been very gossip like, and most of the rumors have turned to be just that. They're simply unreliable. The floor was supposed to come in Imola, rear wing in Miami, ERS in Miami, and they've had to back track constantly.
If it isn't from the team or a mainstream English source, I'd ignore it.
Ferrari have to solve their mild porpoising problem. They lose performance down the end of the straight and it effects their top speed. If they can reduce it near zero with an upgrade package, there's no telling how much time that will give the team, and the setup windows it could open. Anyone telling you it's one number or the other is just talking crap.

But RB will also bring something to Barcelona I think, so let's say they gain another tenth, we need 4 tenths minimum to be ahead, maybe even half a second, which seems a lot

Guys ,these things cant calculated on pure mathematics (like ,Binotto said we are 0.2 bahind ,now we will gain 0.3 so we will be only 0.1 in front so its ot enough !!) We will see on track and race by race in different conditions how the updates will perform. Things can change radically even from 1 day to another !! Look at tgis weekend, we had huge advantage all weekend ad in Q in traction zones AND come Sunday in the race RBR sudenly took this advantage from us !!!! So stop look things short-sighted and absotute !!!
we might be 0.5 s ahead in Barcelone and be the fastest in S3 ,so everybody will say that we will destroy them in Monaco and then all of us might be surprised in a bad way !!!

Interesting article. Redbull have gained 1 second from Bahrain testing till now with all the updates and Ferrari have gain 0.4 tenths from just understanding the car.

3 tenths improvement isn't a lap time parameter. It's what the engineers see in the CFD and wind tunnels. Neither the CFD nor the wind tunnel can simulate real life track data, but they can generate downforce "points". And F1 engineers measure those points in terms of actual lap time gains. Each team measures these points differently. So let's say,
Ferrari considers 5 points downforce increase = 1 tenth improvement. So, 3 tenths improvement = 15 points downforce increase.
In real life, a mere 3 tenths improvement is actually quite a big improvement. As an example, in Singapore 2019, Ferrari introduced an aero upgrade package that was only providing a mere 2 tenths improvement. But the actual lap time gain was big, as proven by Charles taking an unexpected pole and Ferrari scoring an 1-2 victory.
But the track conditions changed dramatically during the race day. Engineers always try to adapt the setup with track evolution. Pretty sure Ferrari did the same thing. The F1-75 was the fastest car in the twisty bits during qualifying, as evident by Charles setting the fastest S2 time.
But the rain before the race day washed up all the rubber that was laid down during FPs and qualifying and the temperature was quite cool during the race. The car was graining the medium front left but on hards, the pace was equal to the RB. So who knows what might have happened had the conditions not been changed on Sunday.

Mercedes possibly going for new design for Spain and with it goes the budget cap very very risky but do they have any real choice because the current concept is a total handful and will not win a race, unless the top 4 cars crash out in a race.5th and 6th at the moment.
