Point is he was found in breach of regulations and there was not force majeure. By definition of the rules he should have been punished, but you see, he is the golden boy of FIA and he drives for Mercedes, so if you read the decision you will realize that they just made up a ruling just to avoid the punishment.
If a Ferrari driver had done this, there would be punishment for sure.
