The harder to understand why (especially Alonso) has to struggle all weekend with tire temperature ... Improved in one part (aero) but worsen the issue with the tires ...
I hope it was only because of the specific asphalt of the track.

In the article Hamidy says that Ferrari is too heavy in middle management, and that he held the opinion that the structure would not allow fast or efficient progress in development.
I have to say I can see his point and that is possibly why we cannot see rapid and "adventurous" design or developement strategies :-

I have one idea how can get the tyres warm up,with the electrical power(somewhere I`ve founded similar with McLrn one)
first to do is to install the electromagnetic coil(I hope this is the right word) behind the break disks,and conduct the electricity into the coil,who will produce " eddy current" into the rims(there ere made from aluminium),and product from this will be heating the rims,and normally tires too

So its been confirmed Alonso ran the new diffuser while Massa ran the older one from abu duabi. I doubt its a co incidence that massa has suddenly been faster than Alonso in a few races since they started slapping on new updates for Alonso in desperation. They need to go back to the older parts and stop slowing him down.
What is the engine situation after Austin? To me it looked like Alonso was saving his engine in the last race but it could just be me.

Alonso took the new version of the diffusor which was generally proofed by wind tunnel and straight ahead test but worked not as expected in Austin for whatever reason?!
Massa himself explained that he had the exact same car as Alonso this weekend only difference was that he took old diffusor ...

It is down to Ferrari to make environment a little bit more comfortable for designers like him, but as Tifoso84 said having Loic Bigois in our aerodynamic department would help Ferrari a lot but is he really enough? Except Loic Bigois and Pat Fry we haven't seen any changes in our aero department.
I don't claim to know exactly what's going on in Ferrari back at the factory, but since Pat Fry joined Ferrari, we had some changes which I felt we should have done earlier. One of the main changes is switching to pull rod suspension. Last year we were I think one out of 2 teams still using push rod.
While this season hasn't been exactly strong for us, its our first season with pull rod, while RB and McLaren have perfected theirs. I'd like to see Ferrari continue developing it, and who knows, might even solve our tire heat problem.
Funny, I thought at the beginning of the year our car was very good at getting heat into its tires... thought that was one of the reasons it was good in the rain. So what happened.

So to summarize, Ferrari's updates are hit-and-miss. The emgineers, with the help of CFD and wind tunnels, produce new designs by trial and error. Where is the leadership?
If he was meeting with Brawn I guess it was a more than a few years ago....
